"Enhancing the effectiveness of fighting corruption crimes detrimental to the European Union’s financial interests" - LINKI - Policja Lubelska

Komenda Wojewódzka Policji w Lublinie podpisała umowę na realizację projektu "Enhancing the effectiveness of fighting corruption crimes detrimental to the European Union’s financial interests" w ramach programu Herkules III, promujacego wzmocnienie działań Wspólnoty w dziedzinie ochrony jej interesów finansowych.

Projekt Komendy Wojewódzkiej Policji w Lublinie dotyczący zwalczania przestępstw korupcyjnych popełnianych na szkodę interesów finansowych Unii Europejskiej, w tym przestępczości korupcyjnej przy wykorzystaniu środków unijnych, obejmował zorganizowanie w Polsce, w województwie lubelskim seminarium we wrześniu 2017 roku z udziałem ekspertów policyjnych z Czech, Bułgarii i Ukrainy, jak również przedstawicieli polskich instytucji – Komendy Głównej Policji i komend wojewódzkich policji, Wyższej Szkoły Policyjnej w Szczytnie, Centralnego Biura Antykorupcyjnego, Urzędu Marszałkowskiego w Lublinie i Agencji Restrukturyzacji i Modernizacji Rolnictwa.  

Tematyka poruszana podczas warsztatów była następująca:

1. Instytucje dysponujące środkami unijnymi.
2. Procedury związane z uzyskaniem dotacji unijnych.
3. Komórki nadzorujące sposób wydatkowania środków unijnych. Obszary obejmowane kontrolami i ich wyniki.
4. Zamówienia publiczne – przepisy, procedury.
5. Zamówienia publiczne – ustawianie przetargów na przykładach spraw prowadzonych w/w partnerów i uczestników.
6. Zabezpieczenie mienia- pojęcia, przepisy. Ustalanie składników majątkowych.
7. Efekty postepowań przygotowawczych prowadzonych na szkodę finansowa UE.
8. Problemy związane z ujawnianiem przestępstw godzących w interesy finansowe UE.

"Enhancing the effectiveness of fighting corruption crimes detrimental to the European Union’s financial interests"

The Regional Police Headquaters in Lublin signed the contract for the realization of the project "Enhancing the effectiveness of fighting corruption crimes detrimental to the European Union’s in the field of the protection of the Community's financial interests within Hercule III programme. The project value is 54 636,12 Euros.

The project of the Regional Police Headquarters in Lublin concerning fighting corruption offenses committed against the financial interests of the European Union including combating corruption crimes with usage EU funds constist organized in Lublin region in September, 2017 the seminar attended by police experts from Czech, Bulgaria, Ukraine as well as the representatives of the Polish institutions such as the National Police HQs and regional police headquarters, High Police Academy in Szczytno, representatives of Central Anti-Corruption Bureau, the Marshall’s Office in Lublin and the Agency for Restructuring and Modernisation of Agriculture.

The subjects presented during the seminar:

1. Institutions having at disposal the European Union funds.
2. The procedures for obtaining grants and subsidies from the European Union
3. The units supervising and controlling the regularity of the spending of the European Union funds . Areas which are covered by controls and their results upon inspection.
4. Public procurement procedure – legal regulations, cases.
5. Public procurement procedure – setting tender on the basis of conducted preliminary proceedings.
6. Securing the assets – legal regulations, definitions. Setting assets.
7. The effects of the preliminary proceedings conducted to the Erupean Union financial interests.
8. Revealed irregularities detrimental to the European Union interests in the carried out checks.
