Komenda Wojewódzka Policji w Lublinie otrzymała grant na realizację projektu pt. „Strengthening and improvement of investigative and operational capability of Police on the external border of the EU”, w ramach programu Union Anti-Fraud Programme. Celem projektu jest wzmocnienie zdolności i potencjału lubelskiej Policji w zakresie zwalczania nadużyć finansowych, korupcji i innych nielegalnych działań naruszających interesy finansowe Unii, poprzez zakup specjalistycznego oprogramowania i sprzętu do odzyskiwania i analizy danych i innych dowodów znajdujących się w systemach komputerowych, na nośnikach pamięci i urządzeniach mobilnych wykorzystywanych przez sprawców do popełniania przestępstw, w tym szkolenie personelu w zakresie obsługi tych narzędzi. Wartość projektu to 163 693 Euro.
Nowe technologie w rękach przestępców niosą ze sobą nowe zagrożenia dla systemu finansowego Unii Europejskiej. Udział przestępczości wykorzystującej komputery w ogólnej liczbie przestępstw rośnie. Ponadto poszczególni przestępcy i zorganizowane grupy przestępcze wykorzystały kryzys wywołany pandemią COVID-19, dostosowując swoją działalność i modyfikując działania do nowej sytuacji. Cyfrowe nośniki danych są obecnie bardzo ważnym obszarem eksploracji z punktu widzenia możliwości ujawnienia dowodów przygotowania lub popełnienia przestępstwa. Większość informacji jest zarówno tworzona, jak i konsumowana w formie cyfrowej. Dla specjalistów wykonujących badania kryminalistyczne oznacza to, że coraz więcej dowodów jest dostępnych tylko w wersji cyfrowej. Odzyskiwanie dowodów cyfrowych w trakcie dochodzeń kryminalistycznych wymaga użycia specjalnych narzędzi. Dzięki nowej technologii i szkoleniom zakupionym w ramach projektu funkcjonariusze lubelskiej policji zidentyfikują więcej podejrzanych, zgromadzą dokładniejsze dowody, a w perspektywie długoterminowej będą efektywniej zwalczać nadużycia finansowe, korupcję i inne nielegalne działania naruszające interesy finansowe Unii Europejskiej.
Regional Police Headquarters in Lublin received a grant for implementation of a project entitled "Strengthening and improvement of investigative and operational capability of Police on the external border of the EU", under the Union Anti-Fraud Programme. The aim of the project is to strengthen the capacity and potential of the Lublin Police in combating fraud, corruption and other illegal activities affecting the financial interests of the Union, through the purchase of specialized software and equipment to recover and analyze data and other evidence located in computer systems, storage media and mobile devices used by perpetrators to commit crimes, including staff training in the use of these tools. The value of the project is EUR 163,693.
New technologies in the hands of criminals bring new threats to the European Union's financial system. Computer-based crime is on the rise as a proportion of total crime. In addition, individual criminals and organized crime groups have taken advantage of the crisis caused by the COVID-19 pandemic by adapting their activities and modifying their actions to the new situation. Digital storage media is now a very important area of exploration from the perspective of being able to uncover evidence of the preparation or commission of a crime. Most information is both created and consumed in digital form. For professionals performing forensic investigations, this means that more and more evidence is only available digitally. Recovering digital evidence during forensic investigations requires the use of special tools. Thanks to the new technology and training purchased under the project, police officers in Lublin region will be able to identify more suspects, gather more accurate evidence, and in the long run effectively fight fraud, corruption and other illegal activities affecting the financial interests of the European Union.
